I do not think so, my Priv updated around the time you posted. I have a unlocked Priv brought directly from Blackberry. I wonder if there is a carrier delay?

PRIV users should get used to this regular security updates. Android OS is weak in terms of security. Vulnerable to attacks/hackers. Thus the need for a regular patches in its security.

This one takes a loooong time to download, install and reboot. I strongly suggest you not download unless you are in a good wifi area, and don't leave till it's done. Also Do Not try to do anything with the phone till it's completely finished.
This one took 40% of my battery, didn't get more than slightly warm though.

Saying you have an unlocked phone is meaningless as regards updates. You either have a factory unlocked, (Shop BB, Amazon, Digital River, B&H Photo, etc) or a carrier unlocked, (purchased from AT&T, Verizon, T Mo, or other carriers).
A carrier unlocked will NOT receive updates until the carrier decides to release them. And then you have to be on the original carriers system.

Even if it says up to date, tell it to search
I'm assuming you are on a Factory Unlocked device, if not wait for provider to issue update
