This does not happen on my regular lock screen but may because i've disabled sounds. On the lock screen after reboot/power off it makes the clicking noise until i've done my security code. Is this by design please?

If I rightly remember, I believe so. I wish when I rebooted it would play the silly AT&T sound. Most annoying.

Also, go to Settings \ Sound & Notifications \ Other Sounds - there are a few more settings there, too...

I believe this is when the option is enabled to ask for the pass code before Android loads. It clicks to remind you so it can continue to boot up.

Settings > Security > Screen Lock > PIN

Before entering your "new" pin, you're asked weather you want to require the pin to start the device. Select "No thanks" and continue to set your pin again.
