this mod was created in 2016. I just bought a pre-owned and reset Priv, which seems to be running cool enough. Do I still need to do this in 2018?

You don't need to.
All this trick does is make the processor not work as hard as it would be pushing less pixels at 1080x1920 than at the stock 1440x2560.

In my opinion, it would just give you a bit of battery gain if you do it.
