You can hold the power button for about 10 seconds, it will reboot the device. If it vibrates. Then your device isn't dead.
What I can tell you is that your PRIV will work again soon. It will probably just need a day or two to dry.
Don't go crazy about it. I don't know if rice will help. But just regular temperature will dry it and it will fix itself.
The water is just on the screen connector, and it is just cables. It's not on any hardware. So it will work again with no issues.

You're not supposed to hose it down. Also not supposed to dunk in tub. Never spray with spray bottle. I'm just joking, for some reason I'm laughing.

Next time put the water on the screen protector and apply it to the phone, don't apply the water to the phone...

My Priv had a funny turn and locked up and nothing worked (screen was dead and power button did nothing) but holding the power button for at least 30 seconds caused it to actually reboot
Press and hold the Power and volume down for 10 seconds, your device will reboot into a diag mode. There should be the option to shut the device of using a number, i think its 4. this will power off the device as you want without touching the screen

how do you see the options with a dead screen?
