In the Phone App, Settings, General Settings, Sliders Options for Incoming Calls, Open to Answer.

Open the phone app

Upper right corner (beside the search bar) hit the three dots.....

Select settings......

Slide to answer is at the bottom

Dialer app > Three dots (in search bar) > Settings > General settings > Slider options for incoming calls

Do nothing, open to answer or open to dismiss and reply.
