By "tried everything", what do you mean?
You signed in with BlackBerry Google login, registered with Google ID, and installed Cobalt's Google Play Store?
Looking around, here's some links

Getting Error Code 963 / 907 from the Play S… | HTC One (M8)

See if any of that helps. Or continue searching for that error code.
Good luck.
Not sure of the specific error code but previous download errors on mine were fixed by uninstalling Google play updates and clearing data and then trying again. Has worked several times for me in the past.
Thank you, will try it

Tried everything? Do you mean that you have cleared the cache of the Google Play Store from the settings and reinstalled it? Well, after I moved the app to internal storage, the code 963 error was fixed.
I find google play needs to be stimulated or else it just accumulates undelivered downloads... I've done all the remarking above... on Priv and also on KEYᵒⁿᵉ
Hello ! I have a problem on my PRIV(since today). My phone can download apps but not install. Do you have any suggestion ?
I just had this problem not that long ago, but my case may be quite circumstantial: what I had was a secondary email which was not sync'ing correctly. After a couple attempts at troubleshooting, such as clearing cache and trying to sync manually, what I did was uninstall and then reinstall this email account. Google play store miraculously started working just fine
everything is okay now. That was just primary bug with some apps, but everything is right.
