I think it may be a "detect"ion app, that notifies you when apps behave questionably - like the live scanning that a PC antivirus or firewall would do.

To have something in Android that has realtime monitoring of things like file access and network traffic to alert of suspicious activity would be amazing.

Imagine something like "The application yadayada has attempted to send data to a remote server, do you wish to allow?" with boxes "YES NO VIEW DATA"

Yeah.. it's sounds like a play on the word "Detect", and the shadowy guy implies 'intruder'.

Chen did mention that the Priv will have a snooping detection/warning feature, so this may it. 'Intruder detection'.

If you are able to root the phone, you will be able to remove it. Knowing that 99% of Android phones are rootable, I would say you can remove it. Not sure if that would be wise, however.
