Can't add web page links to home screen

I had to do a complete reset on my BlackBerry PRIV. I have set everything back up to where it was before but now I can't add web page shortcuts to my home screen. I am assuming it is something in the settings or security but I can't figure out what it is.

Does anyone know how I can fix this?
