Yes, in the contacts app you can personalise contacts' individual tones.

And there are programs for computer that can separate the audio part of a video and convert it to an mp3 or similar. There might also be apps that work directly on the phone.

My pc app I use to convert mp4 to mp3 is Freemake Youtube to Mp3 Boom. Be careful when you start to download that you do not load any of the advertised stuff. Make sure you unchecked before you download.

I use an app called ringtone maker . Make ringtone right off the music on my phone. The text apps generally have a way to put a custom text tone on each contact as well if you want to
