    I don't use Bluetooth except when I connect to my android wear watch :x it's mostly left off. When I restart or switch off and back on, I find my Bluetooth to be on.

    While I see it can be toggled off, I don't see a way to prevent it from coming on again. Obviously it should respect your setting.
