I'm not sure that I understand. You turn off BT. But if the phone restarts, BT is back on? Usually, it retains the on/off state of bt and wireless and cell data?
I have opposite problem, BT always goes off after a restart, and I want it on all the time. I use a smartwatch.
Here's a quick way to ensure bluetooth is off by default when the laptop turns on..
Go to terminal --> Ctrl+Alt+T
Type:
sudo su
sudo gedit /etc/bluetooth/main.conf
Look for an entry called 'Initially powered = true' and replace true with false.
Turn off the laptop. When you turn it on, bluetooth would be OFF

Yes normally it retains but it doesn't stills it persists on every restart. I am facing this problem from this last update.
