Hello,
"Best" invites a lot of variability. IMHO, the best way is to use "the cloud" and skip past the wired sync/local contacts methodology. Configure your Outlook client to work with some OTA service, and then configure your PRIV to likewise do the same. For me, I prefer Outlook.com since they offer EAS at no additional charge (unlike Google, with whom you only get IMAP/CardDav/CalDav with their free accounts).
I use this configuration, and go even a step further than you seem to be contemplating. I have my Outlook.com account integrated to 3 BB10 devices, one PRIV, one PlayBook, and two computers (one MAC, one Win10) running Outlook2016...a change I make via any of them dutifully and automatically replicates to all of the others with never a need to physically connect them together (since they are all using Outlook.com as an intermediary). As an added bonus, I can manage that same data on the Outlook.com website directly if needs be, and those changes likewise replicate to all other platforms. So, for me, that's "best".

I am looking for an Android app that supports import contact in a .vcf file. Name pls?
Concur with above recommendation for outlook.com synch across all devices...works great! Have tried several others, but nothing functions as well as using Outlook for all email addresses, address book, and calendar.
