    After the last app updates, I haven't been able to hard reset. It just boots normally without the app optimization step. Any suggestions other than a factory reset?

    You don't get the app optimizer unless there is an app to optimize.

    Besides if you have been getting "Optimizing Android" every boot, that actually is a problem. That means you have an update stuck installing every restart.
