I live in Canada and had the exact same thing occur this morning. I installed the update but my numbers exactly mirror what was set out above. The download and install likely took only 30 secs to a minute.
Pretty sure that's the update that fixed Kobo issues for me several weeks ago and I believe everyone who had the issue with Kobo after the update to v2 was in Canada.
I think the said when a file is deleted the OS sends a signal so the file can be send again. correct me if im wrong

I don't know the details on what signals what, but I've had a similar small OS updates in the past - to the same OS version I had before.
The "word" is that PB is clever enough to realise that you've deleted something you shouldn't have, or it's a minor fix to one of the Apps built into the OS.
Two things;
A) you can take screen shots by pressing both volume keys atop your PlayBook at the same time.
B) I live outside the US and I connected to a proxy server to fool my PlayBook into believing I was in the US so I could download the Podcast app. The screenshots you're showing looks very similar: same OS but with "updates". That's how I got the missing stock apps. Maybe your PlayBook got a local update for some apps.
