So I am mystified by something.

    a. Take the Playbook.
    b. Upgrade the specs to run BB10.
    c. Go to one of the wishlists and add some 4 or 5 of the core-functionality items (USB or Bluetooth compatibility needs 'stuff')
    d. Upgrade the RAM just a touch more for the sake of performance
    c. KEEP form factor intact and maybe add one distinguishing feature (so there are savings on design right up front)
    e. Whatever can be done to lighten it then do so AS LONG AS IT IS CHEAP
    f. Fix BBridge
    g. Now give the assignment to Foxconn for them to build.
    h. Take my $300-$400

Seriously. I love my Playbook. I don't need it to leapfrog the competition specs-wise because I think the software already does that.

    I just want an upgrade.

    Assign it to Foxconn. Please.

Maybe FoxConn is already talking to BB about this possibility but first priority will still be phones. If having a tablet available will significantly help the phone business, particularly in targeted markets, then we we may see what OP wants. But it will have to be up with the competition.

1: It isn't happening right now.

2: it will be more expensive than that.

    3: i'll gladly buy one

This is probably possible but half the world thinks that BlackBerry are dead and the other half see an android tablet for 50 and thinks that it's good because it's android and it will run candy crush. BlackBerry needs some more mind share if they are going to sell any tablets and make it worth the r&d costs alone. I know we all want a PB 2.0 but right now it would probably put them out of business.

FoxConn has teamed with Mozilla to make prototype designs to run Firefox the Mozilla operating system with the intent of having an inexpensive tablet. Whether these designs would be adequate to run a BB system is not apparent but the path is similar.

I'd pay whatever they wanted for a new PlayBook. I absolutely love mine to death and I can't see myself retiring it anytime soon. It still does everything I want.
