I'm trying to start a videochat but it either doesn't connect to anyone else or I get a general error in the app stating it can't connect to the service. My brother is sitting next to me and is having no issues like that whatsoever so it can't be the wifi router.

Possible things to consider:

1. do you have multiple PlayBooks on the same BBID?

2. any chance you're inadvertently on a different hotspot than your brother?

3. have you tried deleting the WiFi profile you're using and recreating it?

4. reboot? (try this first if you haven't already)

5. try in a different location (different router) just to compare, even though it doesn't seem to be related to that

Rebooted, different id and same network. I'll try it at my own place later tonight.

Had this before. Reboot the router.
