Are you connected WiFi or USB? Have you been able to transfer files before or is this your first attempt to do so? If file sharing turned on? Is WiFi file sharing turned on?

both file sharing and wifi are turned on but i still cannot transfer

Also just dump it on your Dropbox account if you have on. Dropbox and the Files & Folders App are a great combo.
