I aplogize in advance if this might be a dumb question but is there any way to use Spotify on Playbook? I side loaded Spotify V1.1.bar but it does not work.

There is no way to get Spotify to work. You are going to have to settle for internet radio etc such as Nobex.

There is only one way to do it - by using a remote desktop app like Splashtop and streaming Spotify from your desktop computer.
