you might be referring to the dynamic contrast adjustment of the backlight.....not sure i'd call that twitching or jumpimg, you might have another problem

does it always happen when u scroll, regardless of app/site? does it happen in the home screen?

Try cleaning the screen until it looks like when you first used it. I bet you have some really greasy stuff on the screen causing the jumps.
