Try using the extension in the Google Chrome browser. All you have to do is install the extension, set you PB in developer mode, then when you run the extension enter the ip and the password. I have a mac and it works flawlessly for me. I found complete instructions from the fine folks here using the search function. I can't imagine it would be any different in Windows 7 though. I don't think using a usb cable would speed things up any for such small files. You have to have them bluetooth paired.
make sure ur pb is in developer mode, and remember the password when u set it.. that's the same password prompt it'll ask on the program ur using to sideload..

I've done all that but still says incorrect ip or password ,my pb is 4 days old and has the latest os,my pc has the latest java also

1. Did you set a password on your PB when you set it up? If so that is the password you will need to turn developer mode on. If not then as per the post above the standard password is playbook.
2. Check the ip address that is assigned in Dev mode by looking on the main pb screen. Click the dev mode icon & it will give it to you
3. Use either ddpb or the chrome plugin (much easier imo!) and type both the ip address and password in
4. Drag .bar files into whichever process you're using to transfer & the rest should be automatic
5. Enjoy apps

The IP should normally be 169.254.0.1, but let DDPB detect the IP automatically by using the Scan button.
Don't change the IP and use a simple password. I use four numbers.
