my charger that came with the PB, the connector piece became separated from the wire, in turn exposing actual wiring... I could have used some electrical tape but decided to ditch it and bought the rapid charger

Sounds like what you are experiencing is a grounding problem at your house. Go to a friends house or elsewhere and try it there. If you don't get a shock call an electrician to check out the outlet, better safe than sorry.
