Yes. One of the familiar naysayers on here was saying there would likely be no difference in browsing speed paired to an OS 7 device vs older phone OS'es; back before the OS 7 phones came out. I had a Tour as well.
When I got my 9930 I noticed a pretty significant difference. Some of it was the bridge updates. But even now I can pair with my wife's Curve 3G running OS 5 and see a difference vs the 9930.
