I had already updated to version .1710 2 weeks ago same day of launch....today I'm getting an OS update alert for .1710 again!
Anyone else get the same update twice in 2 weeks????

It was just to restore a deleted app (usually NFB).

yep any pre installed app that you delete will require an "update" to install it again. I am not sure if this will change in time, i would hope that it does otherwise its damn annoying just like the stupid icons on the phone you cant delete.

i still have NFB, but had deleted Slacker Radio, think that caused it?
can it be ignored? will it have an impact on OS stability and ability to upgrade beyond .1710?

First question, yes. Second, yes. Third, I imagine you'll be able to upgrade directly to the new OS but the app will come back.
I'm sure this will be fixed soon.
