Can the playbook run a jvm based Ibm emulator? My employer BNSF railroad uses a java virtual machine based emulator for our crew management software which is ibm based, i dont know alot about emulators.
This ability would be a big factor in my decision to buy a tablet.
Any advice would be greatly appreciated.

I don't know what and IBM Emulator is or does and I do not know what flavour of java virtual machine is required... but I do know that PlayBook does not run Java in any way shape or form.

it doesn't, and won't be coming. When something is "Java based" for PC they mean it's designed for the Sun Java Hotspot VM. PlayBook will get the J2ME JVM and maybe the Dalvik VM for Android emulation, but don't expect full PC flavor java support from any tablet except Windows 8.
