To sideload an app to Blackberry PlayBook you need to:
    - register yourself as developer,
    - install debug token on PB,
    - convert apk to bar,
    - sign the bar with your developer setup.

    Is this true?

Also, doesn't this mean that the sideloaded app will stop working after 30 days, when the debug token expires?

Find a bar file that will work on the playbook from goodereader or other sources, then sideload it using either DDPB or the Chrome app extension. There are tutorials in the Sideloading sub-forum.
