Hotspot and the Playbook
So I have a 9900 (7.1) and Playbook (whatever the latest 2.0 iteration is). Downloaded an app on the PB, which only works in a WiFi environment. Thought to myself - no worries, I'll set up a mobile hotspot on my 9900, hook it up to the PB through WiFi and problem solved.
Set up hotspot on the 9900, all working well - hotspot shows up on my other mobile device (Samsung GN) , shows up on my laptop etc - all working perfectly, but the hotspot does not show up on the PB as a Wifi network and so cannot connect and so cannot use the app on the PB.
Thoughts / suggestions welcome and always appreciated.

No idea why it won't show up only on the PlayBook..
But you can always try entering the details (SSID and Key) manually in the settings.
Go to settigns -> Wifi -> "Connect Manually" -> Fill in the details -> Save and Connect..

Buetooth
turn off bluetooth first, it may interfere

I've done this a few times with no issue. Not sure why your pb doesn't see it.

Do you have too many devices connected to the hotspot at once? I think there is a limit.
Try turning wifi off and then on in the PlayBook options or reboot the PlayBook.

I uSe this feature all the time. I don't know why its not working for you but I can assure you its user error abd nothing else ;)

Thanks all.
Problem was in the 9900 hot spot settings - it was set to 802.11g only. Moment I set it to 802.11bg, hey presto. Problem solved. Life is good again

Doesn't the 9900 transmit N?
