I'm 100% certain the charger is wrong. The only doubt is whether the port has also suffered damage, but the charging stand or magnetic plug rapid charger would evade that and allow normal use

If you turn it off you can charge it with the 700 mA charger. It will be slow but it will work. Wrong charger though and I'm sure that she didn't do anything wrong. Grab a 3 pin magnetic charger as another suggested and it will charge up pretty fast. And as it is magnetic, it will be a "break away" charger connection that is pretty much impossible for a child to damage.
