Does Bluetooth limit IO speed or is PB actually measurably faster using Bridge with 4g phone versus 3g only phone? Running PB via WiFi hotspot connected to 4g is certainly faster than WiFi hotspot connected to 3g network.

Do you mean tethered or Bridge? The bridge is just a http connection from the PB to the phone. The phone connection out would certainly faster on 4G, but I don't think that's what you mean. The http connection over BT would be constant speed no matter what type of connection the phone is using.
The issue is for a WiFi/Bridge only PB using only Bridge does the Bridge/Bluetooth interface limit bridge thruput so it does not matter if phone is 4g or 3g? I am not considering or asking about tethering, only the Bridge using Bluetooth.
When I bridge my Q10 to my Playbook, the internet is quicker than even when the PlayBook is on wifi.

There is no difference. Bridge is straight BT connection at a fixed speed.
I have had my PB since day 1 of release and used on a 3G network bridged to my bold 9930. Now I have the Z10 and on a 4G network and must say I have noticed a difference when using the bridge. A couple days ago I was out on a job and forgot to download a need document, usually I would have to wait and wait but this time the download was done in a couple minutes. I received the complete message and was thinking no way. I checked and sure it had downloaded.
