Try changing your region on your device. Change it to something else and then reboot and then back to the correct region and then reboot, and then try the download again.

I paid and downloaded NOVA 3 game in z10 and iron a man 3 movie. Will I be able to find them in PB and have them downloaded without paying again.?

Yes, you will need to go to AppWorld and then go to my Apps, it will have the list of all of your apps that you purchased.
