    Like all things digital you will soon run out memory. I can fill my 64 gb with video, music, books and documents.

    Quite correct, the secondary storage memory is for "storage" only.

    The main memory (RAM) is what really can affect performance.

    That said, if the storage memory is faster on 64GB (I doubt it) it can load apps faster so there could be performance difference.

    I'd say it's not just storage. If the memory/storage on the Playbook is the same technology as SSDs (NAND), you should see marginally higher performance (write/read speeds) with higher capacities (64 > 32 > 16). Plus, your PB will perform better if there is enough free space left at any given time. I may be wrong. Please, correct me if I am.
