Is the Pearl 8130 capable of tethering to a laptop? The BB website does not list this model as being capable???

yes, it's capable. However, you have to pay Verizon an extra monthly fee.

So, even with the $44.99/month "UNLIMITED DATA" plan, I would still have to pay extra for a Broadband plan to tether once in a while.

I would only use it 3 or 4 days a month while on trips. (I always seem to get sent to remote locations with no access)

I was hoping once in a while use would be included?

Actually with Verizon the unlimited data plans for Blackberry have dropped to $30 per month. This is ONLY for Blackberry plans through them. The tethering plan runs an extra $15 a month. I haven't been using it that much, but it's nice to know that it's there if/when I need it.
