I have a flip 8220 with the OS 4.6.0.180 which i downloaded from TMobile's website. i've seen newer OS's on the forums and was wondering 1) where are they found 2) can i jump from my current OS to the latest 3) the orange spain OS can i use it or is that for certain carriers/countries?

I am using the .267, up from .180 and it fixed my issues. Just follow the instructions in the sticky thread above.
