Is your device muted? Have you tried a battery? With your phone on, remove the battery for 30 seconds, then put it back in. When did you get this phone? Is it brand new? Has it always been like this? When did this start occurring?
That icon sounds like an icon for the profile you currently have active (such as loud). If you change your profile to something different, see if it changes. I'm not familiar with the 8130, but there might eb a mute button somewhere on the phone. On my Curve, its on the top.
