When my phone gets stuck on caps lock I believe I press the Alt key and it goes away. It might be the Shift key. I know one of those two makes it go away for me.
I remember now. Hit the Shift key/# key twice!

How do I even put it on CAPS lock@a my 8130 does not do this! N it is a pain! I either have to press the shift key before each letter I want to CAP or just hold it. I tried the key sequence you just listed but when I do shift + # key twice in a text field it just puts the pound symbol twice!
