I know about the password keeper, but I'm wondering if there's a utility or app that allows you to keep your phone locked from anybody using it without a password? Sort of like having to log in to use your phone?

Go to Options>> security options>> General settings>> Password.

Just make sure you have a recent backup, cause if someone tries to use your phone without the password, after xx tries entering the wrong password, it automatically wipes the device of all personal data.
xx is a user defined number ranging from 1-10
