Coming from windows mobile new builds often meant special upgrades and new perks....I upgraded to the new 4.5 after already upgrading to one of the other 4.5 is the only difference between them stability or are there underlying fixes and things I am yet to notice?

I don't know the specifics between each minor update but there was a CB blog post some time back that linked to RIMs page that detailed the new features in OS 4.5. It is my guess that there is nothing more than bug fixes in all of the builds 4.5.0.xxx.
