Can I buy a Sprint or AT&T phone, unlock it, can use it on the verizon network? If so, will I then be able to use the GPS?

You have a couple of problems here. First Sprint is CDMA (compatible with Verizon) and AT&T is GSM (incompatible with Verizon.) So, the first answer is the AT&T phone won't work, ever.

Second, even if you get a Sprint phone, Verizon doesn't yet allow other carrier's phones on their network. Rumor has it that is coming but not here yet.

3rd, if they would allow the Sprint phone on their network, then yes, the GPS would work. However, since Verizon won't allow it, it's a moot point.
