nope, it won't, no OS software will do that, verizon locks it out so you have to pay them, or buy an external puck.

Yes if you delete the vendor.xml files stated in the original post. Directions are there on how to find it.

I know that this is the official and .66 is a beta but why would anyone downgrade to it if they are running .66 with no problems?

I would not if you are running .66. As you stated it would be downgrade.
