No, not specifically, but you do have the option of tweaking/raising volume on ringtones and mp3s through audio editing programs such as Audacity before downloading to the device.
I was having the same problem with my ringtone volume. I purchased mini ringtones and used one of my mp3 files. Now I can actually hear it. On mini ringtones you can set the volume. I set mine high and when I play it back it sounds a bit static but as a ringtone, it's perfect and not distorted.
