    Because an ISO file is a disc image and there's no software by default on any BB10 device to run it. It sounds like you're trying to run an emulator seeing as that's a game ISO so you'll need an emulator to read and run the file. I haven't tried it in almost a year but I used to use PPSSPP. Google it or search the forums here. It might still be being worked on. It worked incredibly last time I used it.
