Make sure to charge with a wall charger rather than USB.
If it is stuck in boot screen try a hard reboot. Long press on power button until boot logo reappears.

You can also try to connect to BBLINK and try and force device recognition on your PC with a hard reboot.

You are correct that there are several possible issues that the OP may have and several ways to troubleshoot but to the best of my knowledge one cannot restore OS through BBVE. You can prompt the "update" feature however. If I'm mistaken please describe the process.

I would ship it back if under warranty. Either you're not charging properly or you have a more serious problem...

Get a wall charger, get it charged for at least 4 hours. If it is not turning on, get a computer, launch BlackBerry Link and restore your OS, very likely you will lose all your data.

And, please do not use it until the battery really drains off. Save at least like 1%.

This happens due to two reasons :
    1. Using the device after a long gap. Say 5 days.
    2. Ran out of battery completely and device switched off.

Please charge your device with the recommended charger for 3 to 4 hours. Press the power button to see of the device boots up. IMO device it will boot up if not then press both the volume buttons to make a hard reset.
