Why can't I connect my Passport to computer via USB, need bug fix?

I have been unable to connect my Passport to my computer via the USB so I can transfer files between each other without it doing so through Wifi. I am able to connect to Link and Blend just fine, but not without either software or without wifi connection. So if I go into my Windows File Explorer I can only see the Passport storage connected through my network.

It seems that this is some reported bug but I can't seem to find the fix for it.
I am running the latest version of the Blackberry Desktop Service and on my Passport I am running 10.3.1.1779.

Can someone point me in the right direction?

Go to settings scroll down to storage and access then access using usb

Tried all that, it was the first steps I attempted.

If ur not using a memory card then u can't access it without BlackBerry link

Yes, u can if u have SD card
