What is the latest software that should be available?

I see people here talking about version 10.3.1 while I have the 10.3.0.908 and it says I have the latest one.
Does it depend on my career? Cause I know as a fact that they won't update the version if it depends on them as there isn't that much BlackBerry users in my country.

10.3.1 isn't yet officially released for any phone that isn't the Classic. Passports have 10.3.0, all other BB10 devices have 10.2.1.
When the official rollout of 10.3.1 happens (soon), you'll probably have it pushed to you at or around the date of the rollout.
