heh, I am still looking for the perfect one.
I like Pool Break, try it before you decide to pay a $1 for full version.
    Pros
    -Has full chat
-Not a Freemium game (doesn't have extra gimmicks to extract money from you)
-Differen't skins for environment, balls, cue, felt, and table
-Has Snooker, 9 ball, 10 ball and bunch of other variants
    -Realistic Game physics for billiards
-No chips required to play a games

    cons
-App created hasn't updated the app in over two years, some say its abandoned.
-Not as many players are online as there use to be. Sometimes takes a while to find an opponent.
-Only 3D view, no 2D view (top perspective)
    - You used to be able to make jump shots but not anymore.
    -Can't add people as friends
    -no clubs

The other two I play are 3D Pool Ball and 8 Ball Pool by miniclip.

Miniclip has most players, but The physic are off, some of the rules of the game are off (ex. can put cue ball anywhere after scratching on break), and it is Freemium. However, you can chat with pre-written messages, add friends, join clubs, but you need Chips to play ball (which they are stingy with), and they start you off with a ****ty Cue Stick. You can only play in 2D. Aiming is a little too sensitive and cannot fine tune your shot. You can play 8-Ball or 9-Ball.

3D Pool Ball is like miniclip but rules are better, chips are easy to get, you can play in 3D or 2D. Can add friends, challenge them. You can find tune your shot. No Clubs. Has chat with pre-written messages and emojis.

I haven't tested a lot of the apps, these three were at the top, there are just so many pool games in the App store to test and figure which is best for you, hope it helps! I guess it really depends on HOW you want to play.
