I just bought an iPhone 6s and still prefer Google Maps over anything else.
If you want totally offline, similar to a TomTom or Garmin, Mireo Don't Panic is the best. The maps and search are on the device. You can subscribe to live traffic when you need it. I think it covers most of the world. You purchase the maps for your region. It is in BlackBerry World and is a native BB10 App.
Keep in mind that some apps that allow you to download the route for offline use are limited without cellular data. If you need to do a search or change the route you will need data to do the search or load the new maps. With Mireo Don't Panic, all this can be done without data.
This is assuming you are navigating a vehicle. I don't think there are many options that include walking and transit navigation.
When we have traveled long distances in the USA, I used a combination of BlackBerry Maps, Mireo Don't Panic and Google Maps on the PlayBook. The actual navigating was mostly done with BlackBerry maps, though there are times in the USA that the cellular coverage is poor and we would then revert to navigating with Mireo Don't Panic until cellular coverage got better. Google Maps on the big screen of the PlayBook was used for researching the route and then once the destination was figured out, it was manually entered into the Passport.
For me, the best navigation app by far is Navigon
Mireo Don't Panic is not updated anymore because they have a new app. Genius Maps is the new map with a better UI. It's in BlackBerry World.

I just looked at it in BlackBerry World and it is free with a seven day trial. I am not sure what it costs after the trial. This may be dependant on the region you want.
I just downloaded it. The maps seem to be free and the Pro version provided the turn by turn routing and traffic. This service for North America is $39.99.
Good thing about the app is you don't download the whole map, you just download the part of the country you need.

Is that a one time or annual charge?
Genius seems great!
Have to see after the trial if the free version is worth it. But even 40usd for the pro version to turn the passport in an off line navigation tool seems reasonable.

BeMaps Pro which is in BlackBerry World. Runs off of Google Maps. Also links with BlackBerry's Maps for turn by turn directions.

BeMaps is great. I deleted Google Maps after using it a couple of times.
