The software recently released from Att seem to have a lot of bugs in it. Do you think that they are going to release a update to fix this issue. Also to revert back to 10.3.0. Do I do a factory reset? And restore my 10.3.0 back up correct?

It wasn't intended to be released. It is clearly an early pre-release version since it still has the diagnostic overlay. I too find that it is buggy despite the loads of new functionality it adds. I imagine either a factory restore or using an autoloader for 10.3.0 would get you back to the stable release, you would then have to restore of course.

Ok cool. Are you still using 10.3.1 from Att?

Yeah I am. Haven't gotten a chance to sit down at my computer to roll back. Hoping an official 10.3.1 (or a newer leak) shows up that saves me the trouble.

Same here I am hoping that an official 10.3.1 update save me the hassle as well.

I have been using the ATT update and overall it has been fine. I did have screen flickering but turning off the battery saving modes fixed it for me.

I have been using it from AT&T from the night it was accidentally released and have had no issues other than the screen flicker when it first rebooted. A cold restart seemed to fix it and I've had no other issues with the release. Hopefully another leak version can fix the issues some are having.

I have really had much better reception in my area with the new radio bar. (1017)
    No further difficulties whatsoever.
Caveat: I used the blitz OS via Sachesi and not the OTA program but I don't think there's any difference!

Yes, screen flickering, camera app flickering (green color) in low light area and few other issues (did clean install). It is not there yet.
