I wouldn't recommend this guy, @$9.95 I should have known, but figured I'd try and share my success if any.
I requested an unlock code for my ATT passport, got a code for a 9900 with the same Imei I guess, he kept telling me to go to the os engineering screen and get the mep number.
I did get into the engineering screen, but no mep number.
I've been told that's a number on older BlackBerry devices, not bb10 devices.
So I still got charged with no unlock code for my passport, will try BlackBerrysourcecode.com or whatever, anybody had a good experience?

I've unlocked several devices with BlackBerry Code Source. No issues with all. I'll be back to them when I need another unlocked.

Go to your carrier. They will unlock it for free. You have to ask them to do it.

Legally only phones that are stolen qualify for the imei block! Unpaid balances of any kind type do not qualify according to the crtc. However bell mobile had a controversy last year where they blocked a customers imei for not paying his bill and he sold the phone to a buyer that could not get bell to remove the imei block!

Blackberry source code only works for legacy devices I think. You don't have MEP codes on the Passport.
