I do confirm TomTom works perfectly on Blackberry 10.3.1. (my one is the Classic, OS
And I do confirm that maps can only be placed in the device memory; no way to have TomTom working with maps in the SD card (I tried several paths similar to Android devices, but with no success).
    Installation process is very easy.
    1) copy the apk in the sd card
    2) run the apk.
TomTom will be installed on the device memory.
    Do not open it.
    3) Copy the map files (something like "tomtom\com.tomtom.europe\files") in the existing folder "\misc\android" of the device.
    4) Reboot the device
    5) Switch on the GPS (position)
    6) Run TomTom

The first time it will take few seconds before starting; the other times it will be faster.
    The position is taken immediately.
Navigation is very fluid and precise.
The only disappointing thing is that I'm not able to use my address book; when I click the icon inside TomTom menu, I can’t see any contact inside. Actually my address book comes from my pc through BBLink.
For apk and maps, you can search gbcnet.net (apk 1.4 and maps 945).

Can you explain "3) Copy the map files (something like "tomtom\com.tomtom.europe\files") in the existing folder "\misc\android" of the device." ?

You say in need to copy the content of the folder 'files' into '\misc\android' on my device ?

I tried to copy com.tomtom.europe folder into \misc\Android\Android\data\ -> Fail
I tried to copy the content of the 'files' folder into \misc\Android\ -> Fail

Can you post the content of your metadata.xml ?

I use Copilot, downloaded from the Play store. Works perfectly, maps are stored offline, accurate routing, couldn't be happier. Used it in France recently, flawless

Have you used Sygic on iPad before? Been using this on iPad but doesn't run in passport. Like it's routing assistance.

Also, do you know if passport has a real GPS rather than an agps?
