Are certain apps that are installed make it so that you can not adjust their "Permissions"?
Example:
BBVA
Capital One
eBay
Pandora
None will allow me to turn on/off different permissions.
Is this because I used "Snap" to install them?

I don't think you can change permissions on any of the Android apps. I've noticed the same thing on a few of mine.

Correct, you can't adjust permissions for Android apps.
The reason is that Android was designed with an all or nothing permissions model. You have to accept all requested permissions to be able to install the app. The app therefore knows it has all needed permissions and doesn't need to test for them.
BlackBerry native has a permission model where you can selectively grant and deny individual permissions based on user preference. An app has to be written then to check for permissions that it needs as it needs them, and if necessary disable functionality if it lacks permissions.
To allow Android apps to run, BlackBerry has little choice but to allow them all requested permissions, otherwise apps would just randomly not work properly.
