As others have suggested, you can download on your computer the Blitz files for 10.3.2.2339 and then use Sachesi to load it on to your phone. It really is simple and you do not have to wait around for your carrier to release something to you.

You can also check for updates on BlackBerry's website -
I checked for my Q10 on ca.blackberry.com - click on the Software tab and scroll down. You should see 'Check for Updates' button.
Connect via USB and click the button.
Another possible issue - check that you have enough device memory. On my Q10 I could not update the new 10.3.2 for a long time when I would try checking for updates over wi-fi as well as via BlackBerry Link.
My Q10 was using around 13GB, so had to remove couple of apps until memory used was just over 10GB.
I know that Passport has 32GB of internal storage, but in case anyone's approaching maybe 80% of memory as that seemed to be an issue on my Q10.
Hope this helps.
